Carteret, NJ passes pro-TNR ordinance!

On Monday, March 14, 2005 the Board of Health of the Borough of Carteret unanimously passed an ordinance officially allowing Trap-Neuter-Return (TNR) in Carteret! This ordinance is the result of an extremely hard working and dedicated caregiver who was would not give up until she and her cats were protected. Please feel free to use this ordinance as a model to present to your town.

(Please note: The ordinance below has been abbreviated for clarity.)

1. Each TNR caregiver shall register with the Carteret Board
of Health and the Middlesex County SPCA.

2. TNR caregivers shall implement proper management and
sterilization practices as follows:
A) Sterilize (spay/neuter) all adult cats that are captured;

B) Vaccinate, as required by law, all captured cats

(1) against rabies; and
(2) against any other infectious disease mandated by law;

C) Make every attempt to have prompt veterinary care or prompt
euthanasia for sick and injured cats;

D) Assume responsibility or make arrangements for feeding all captured cats regularly, including weekends and holidays;

E) Maintain proof of sterilization, vaccination,
tattoo or implant and medical records for all captured cats. All records must be made available to the Board of Health upon request;

F) Provide all information concerning care for captured cats to the Board of Health;

3. If it is determined that a TNR caregiver is in violation of
this Section, then the Board of Health shall issue a warning notice and within thirty (30) days, that caregiver shall remedy all violations and if not remedied, then the TNR caregiver shall be in violation of this Ordinance.

All other ordinances of the Board of Health of the Borough of
Carteret which are in conflict with this ordinance are hereby repealed to the extent of such conflict.
